Local authority procurement teams have a specific set of evaluation questions. A well-written ITT scope reduces tender clarifications by 80% and gets the best contractors in the room. Here is the structure that works.
1. Scope statement
"Dismantle, transport, reinstall and PUWER-certify approximately [X] linear metres of [manufacturer] mobile shelving from [origin] to [destination]." Keep it that crisp.
2. Mandatory accreditations
- SEMA member with named SEMA-approved inspector
- SEIRS registration
- IPAF / CSCS cards for all operatives
- Enhanced DBS where archives include personal data
- ยฃ10M public liability minimum
3. Evaluation criteria
Recommended split: 60% quality, 40% price. Quality questions should test method statement quality, sector references and PUWER process โ not generic CSR boilerplate.
4. Programme constraints
- Stated working hours and any restricted dates
- Stock decant responsibility (council or contractor)
- Required completion milestone
5. Deliverables on completion
- RAMS file, signed
- Photographic close-out
- PUWER inspection certificate
- Waste-transfer notes (if any disposal)
- O&M handover pack
Send the ITT to office@rackstor.co.uk โ we respond in full within five working days.
